PROBLEM TO BE SOLVED: To provide a method capable of monitoring the state of components for constituting a system and consistently controlling the state. SOLUTION: When the request of changing the state of the component is received, a configuration controller first decides whether or not the result of change is to be a safe state relating to the system as the whole, that is it decides whether or not the system is to appropriately behave in the case that the change is performed. Thus, the respective requests are confirmed to be effective before executing the realization of the requests by a specified algorithm selected from a set composed of fixed realization algorithms. For the purpose of processing the request relating to the change of the state of the component, the various kinds of information relating to the respective components inside the system and relation present among the components inside the system are supplied to the configuration controller.
