<p>PROBLEM TO BE SOLVED: To provide a recording means which is used in a state where a recording medium has a relatively large remaining capacity or when a user, using a reorder, gives priority to a image quality over recording efficiency for the recording capacity. SOLUTION: When a video signal is converted in to a digital code, an encoding rate is changed in matching with the inputted video signal. In an image inputted all the time in the time interval from the start to the end of recording contains a large amount of movement and high frequency components, it is so set that it is not lower than an average encoding rate. An upper limit is provided for the encoding rate, and the shortest recording time at recording at the encoding rate of this upper limit value is displayed on a recording and reproducing device and is reported. Measurement is made only for a prescribed time after user starts recording, and the encoding rate which has occurred in this time and the remaining capacity of the recording medium are used to perform calculation, and an approximate average recording allowable time is displayed and reported.</p> |
