PROBLEM TO BE SOLVED: To provide a managing and control method for information regarding packet reception of a common bus. SOLUTION: Node access registration information 31 storing access information by node devices in advance and node access information 32 which is reconstituted when network constitution is changed owing to bus resetting are managed. The node access information 32 corresponding to respective nodes are transferred to node devices 511 to 51n, which decide whether the reception of received packets is allowed or inhibited from pieces 521 to 52n of node access information, so that packet reception control is enabled.
