PROBLEM TO BE SOLVED: To provide a method of manufacturing a face plate and picture forming device in which a picture of high brightness and high picture quality for long term can be stably formed. SOLUTION: This method comprises steps of forming phosphor particles 2 on a substrate, forming a first conductive film 3 on a phosphor film formed by the phosphor particles 2, positioning an electrode at a distance from the first conductive film 3, applying a voltage between the first conductive film 3 and the electrode, and forming the second conductive film 4 on the first conductive film 3 after applying the voltage.
