PROBLEM TO BE SOLVED: To provide a fixing body and a fixing device by which fixation can be excellently maintained by preventing the destruction and a temporal or the permanent deflection of the fixing body from occurring and preventing a temperature irregularity on the fixing body, wrinkle of paper and an image defect such as an reticulation image from occurring while the rising time of the device is shortened. SOLUTION: A fixing roller 1 is provided with a core bar 101 formed of a metal whose thickness is 0.1 mm to 2 mm, whose tensile strength is >=490 MPa and whose yielding point is >=294 MPa.
