<p>A sum-of-squares calculating unit (603) calculates a sum of squares of order-based differences among smoothed quantified LSP parameters, whereby a first dynamic parameter is obtained. A first dynamic parameter is determined. A sum-of-squares calculating unit (605) calculates a sum of squares by using squared values in respective orders, the sum of squares being used as a second dynamic parameter. A maximum value calculating unit (606) selects a maximum value out of squared values in respective orders, the maximum value being used as a third dynamic parameter. The above first through third dynamic parameters are sent to a mode deciding unit (607) where a voice mode is determined by the above threshold judging, for outputting as mode information.</p> |
