SOLUTION: A urethane elastomer member 6 having low foaming property different from a rubber elastic body 4 is inserted into a bored portion 5 formed on the rubber elastic body 4 between inner and outer cylinders to provide spring characteristic, not obtained by a rubber simple substance, and improve durability.
