PROBLEM TO BE SOLVED: To form a retaining structure in which a secondary disaster is not generated by the scattering and dropping of a resin board and a frame body to a strong impulse though a panel structure is maintained against wind pressure. SOLUTION: In the panel structure in which frame bodies 2 are installed onto the four sides of a resin board 1, one side 21 and at least another side 22 are retained to the frame body by a retaining means 3, the one side 21 is retained by retaining force stronger than another side 22, and the panel structure is opened in a shop curtain shape, leaving one side 21 of the strong retaining means.
