PROBLEM TO BE SOLVED: To provide a fine particle stripping and recovering roller for eliminating clogging or hardness change even using the roller for a long time, stripping fine particles on a fine particle carrier, and reducing a load applied to the particles, and developing and image forming devices equipped with the roller. SOLUTION: The roller has a metal mandrel 21 for being rotatable around an axial line and a forming body 22 for covering the periphery of the mandrel 21, to strip the particles by abutting or pressure-contacting the peripheral surface of the body 22 on the carrier, the body 22 is an open cell forming body, the mandrel 21 has a hollow inside, and plural holes from the inside to the covered surface of the body 22 are formed. |
