PROBLEM TO BE SOLVED: To provide a toothbrush of having the ideal motion of bristle bundle capable of fitting on various uneven parts securely with the top part of bristle bundle when brushing, and the method of effective manufacturing. SOLUTION: By forming at least one part of head part 2, which is made of a hard body 1, with an elastic body 3, planting a bristle bundle 5 in the elastic body 3 part and when brushing, deforming elastically the elastic body 3 with the power of brushing, which acts on the bristle bundle 5, the planted area of bristle bundle 5 is inclined within arbitrary angle range of 0.5-80 degrees. The head part 2 of toothbrush handle 11, which is made of a hard body 1, is inserted in the cavity of metal mold 31, 36, and the base end part of bristle bundle 5 is inserted and fixed in the insertion hole 32 for bristle bundle of metal mold to face the inside of space part of head part of toothbrush handle. In this state, pouring the resin of elastic body into the cavity, the elastic body 3 is filled up the inside of space part of head part of toothbrush handle.
