PROBLEM TO BE SOLVED: To reduce material costs and simplify a molding form by separately using materials for every function. SOLUTION: A pair of plates 17, 21 are protruded radially to a large- diameter-side outer member 16 and a small-diameter-side inner member 20, relatively rotatable, coaxially arranged in the axial direction and opposed to each other in the axial direction, and the plate 17 for at least one member 16 is formed separately from one member 16 and connected to one member 16. A pocket 17a and a notch 21a facing each other in the axial direction are formed in each of the plates 17, 21. A strut 22 rotationally movable around one end in the circumferential direction and an elastic body 23 for thrusting the other end of the strut in the circumferential direction against the notch 21a are provided in the pocket 17a.
