PROBLEM TO BE SOLVED: To obtain a decorative paper having an excellent antifoulancy in such a degree of wiping off a marking ink, etc., with a dry wiping while maintaining high matting effect on its surface. SOLUTION: This coating material contains at least a resin for the coating material and a mat agent of which pores in its porous fine particles are filled with a slip agent in advance, as main components. The above coating material characterized by containing porous fine particles which is a silica having 2-6μm mean particle diameter and the slip agent which is a silicone-based or fluorine-based agent, and the method for producing the same coating material are provided. Further, the decorative paper of which topcoat layer is formed with the above coating material is provided.
