PROBLEM TO BE SOLVED: To adapt an arm device to operation of a three-dimensional target by complexly tilting the main working surface of universal arm device in a traveling wheel device where a chassis for connecting the universal arm device is mounted. SOLUTION: By providing pedestals 13 and 14 for rotating and moving the main working surface of the universal arm device in two rotary direction at the connection device between the universal arm device and a chassis, the direction of the working surface with the larger three-dimensional degree of freedom can be obtained. The invention includes structure regarding the combination of three types of rotary shafts.
