PROBLEM TO BE SOLVED: To provide a steering wheel having a soft feel and excellent in surface appearance. SOLUTION: A mold having a movable slide core provided to the non-design surface of its cavity is used to preliminarily slide the slide core within the cavity. In this state, a foamable thermoplastic elastomer consisting of 100 parts by weight of (A) an thermoplastic elastomer with a Shore D hardness of 20-60 and 0.01-10 parts by weight of (B) a foaming agent is injected in the mold cavity in a filling amount which is 60% or more of the total cavity volume in such a state that the slide core is slid within the cavity and the slide core is allowed to retreat within 4 sec after the completion of injection to foam the foamable thermoplastic elastomer to manufacture a steering wheel.
