PROBLEM TO BE SOLVED: To ensure safety during foot bathing by interlocking an operation of pushing in a handle for moving the device body to get it out of the way and an operation of locking the rotation of a wheel so that rotation of the wheel is locked without fail. SOLUTION: This device is equipped with a handle 8 for moving the device, which is composed of a fixed pipe 9 on the rear side of an outer vessel 4 and an extensional pipe 12 having a handle body 13 at the upper end. A wheel 7 and a lock lever 6 for energizing the wheel 7 in the locking direction by a spring 22 at all times are attached on the bottom surface on the rear side. The lower end of the fixed pipe 9 is opposed to the wheel 7 and fastened to the lock lever 6 via a coil spring 23. An operation wire 20 for operating this lock lever 6 is positioned in the fixed pipe 9 and one end thereof penetrates through a through hole 16 of a cylindrical slide cam 14 fixed in the extensional pipe 12. Then, a latch section 21 is formed at the upper end of the wire 20.
