PROBLEM TO BE SOLVED: To obtain a cation electrocoating composition capable of reducing VOC and containing a plasticizer without causing defects in adhesion with intermediate and final coatings. SOLUTION: This cation electrocoating composition contains an epoxy- modified base resin having cationic groups, a block isocyanate curing agent and a plasticizer. The plasticizer is a propylene oxide oligomer having 200-1500 average molecular weight, a primary OH at the end of a propylene oxide repeating unit and further 1-2 primary hydroxyl groups and/or primary amino groups in the molecule.
