PROBLEM TO BE SOLVED: To enable sure scattering paper snowfall upward/downward. SOLUTION: This device comprises (a) a swelling envelope forming an inner part having a wall extending between a lower end area and an upper end area at its swelled upright position, wherein the wall extends from the upper end area to the inside and has inverted poritions 34, 36 forming a pocket 46 having an open end in the upper end area of the envelope, (b) a gas inlet in the upper end area provided to inflate the envelop at its upright position by letting pressured gas in the inside of the envelope, (c) a plurality of paper pieces that constitute paper snowfall and in stored in the pocket, and (d) a rapture member 50 that raptures when the envelope inflated at its right position is fully compressed. Accordingly, the inverted parts are inverted through the rapture of the member caused by the gas and the paper snowfall is jetted out with the rapture sound.
