PROBLEM TO BE SOLVED: To provide a butterfly valve for opening and closing a fluid channel capable of meeting request of complete closing and incomplete closing in a valve closed state with its simple structure and production process with little reduction of the flow rate efficiency when fully opened. SOLUTION: A valve plate 5 is superposed and fixed on a plane 8 of valve stem 7 comprising flat plate bar, and a bearing 15 fitted into stem holes 3, sandwiching a fluid channel 1 covers the valve stem 7 as a cylinder made of a synthetic resin. By changing the location of the plane 8 against the rotation axis N-N, perfect closing and imperfect closing to ensure a desired minimum flow rate can be set. As the valve stem 7 is rectangular the degree of reducing the channel area is low.
