CONSTITUTION: A construction method and a structure for processing the surface of a cohesive soil dredging and reclaimation ground by vacuum dehydration using nonwoven fabrics includes the steps of paving lower construction fiber nonwoven fabrics(3a) on the surface of a first soil layer(1) and simultaneously paving upper construction fiber nonwoven fabrics(3) and perforated drain pipe(6a), forming a horizontal drain layer(6) on the upper and lower portions of the perforated drain pipe to be contacted with the upper and lower construction fiber nonwoven fabrics, forming a second soil layer(2) on an upper portion of the horizontal drain layer, thereby burying the horizontal drain layer between the first and second soil layers and contacting the upper and lower construction fiber nonwoven fabrics to the perforated drain pipe vertically.
