The invention relates to means for information acquisition and processing, i n particular to systems for carrying out votes and polls. The use of the inventive method makes possible to carry out not only votes, but also referendums and polls and to reduce the cost of developing a system, ensurin g multiple use of said system. This is achieved by providing the system with a n integrated network for collecting data on the consultations which are carrie d out. Said network consists of sub-systems for data collection and preliminar y processing thereof. The sub-systems are interconnected with the aid of the network for data transmission. A payment system of any type is used as the system collecting data on consultations which have been conducted. The syste m comprises a centre which is used for final data processing. The centre has a very complicated structure.
