PURPOSE: An ON-OFF key receiving signal detecting apparatus and method in a mobile communication system of CDMA are provided to detect an accurate symbol by detecting a symbol of an ON-OFF key receiving signal by using a variable critical value determined by a channel estimation energy for a reference signal experiencing the same channel as a paging indicator signal. CONSTITUTION: An ON-OFF key receiving detector computes a symbol energy of a paging indicator signal which has passed a channel(610). The computation operation may be operations such as a back diffusion for the receiving signal, a symbol accumulation and a phase compensation. The ON-OFF key receiving signal detector computes an energy of a reference signal which passes the same channel(620). At this time, the reference signal is a signal which the receiver already recognizes its amplitude, for which a common channel signal may be used. The ON-OFF key receiving signal detector determines a symbol detection critical value by using the reference signal energy(630). At this time, the determining operation may be an operation of multiplying a reference signal energy by a predetermined gain to convert the magnitude of the reference signal energy. The ON-OFF key receiving signal detector detects a symbol of the paging indicator signal according to the determined symbol detection critical value.
