PURPOSE: Disclosed is a method for manufacturing waterproof thermal cover to have constant standard, intensity, excellent waterproof and thermal insulation by reutilizing waste fiber as raw material with simplified process. CONSTITUTION: This method for manufacturing waterproof thermal cover using waste fiber as raw material is characterized by forming uniform and regular laminate of fiber material as mixing waste plastic(PE) foaming powder as first mixing material with spike latched conveyor in mixing bin tank(5); forming width and thickness by providing to random carding machine(7) as maintaining thickness of sharp face regularly by transferring this to fine opener(6); uniting material and material as sprinkling sprayed foaming powder on web being formed in dryer room(9) with the state of hardening and binding by transferring to needle punching machine(8); preheating with 100deg.C-180deg.C temperature using hot wind; making oneside foaming of thermal cover by heating at 180deg.C-200deg.C and by compressing in hydraulic roll press(10); winding this after cooling in the cooler.
