PURPOSE: A coolant circulation controlling apparatus is provided to prevent emission of harmful gas by halting an operation of a water pump when starting an engine if the temperature of coolant is low. CONSTITUTION: A first cylinder(33) is connected to a pulley and a first shaft(22) of a water pump. A first hydraulic chamber(32) is formed in the first cylinder(33). One end of a second cylinder(36) is positioned opposite to the first cylinder(33) and the other end of the second cylinder(36) is coupled to an impeller of a second shaft(25). A second hydraulic chamber(31) having a spring(35) therein is formed in the second cylinder(36). An actuator(30) including a plunger(37) is accommodated in the first and second cylinders(33,36). An ECU is provided to supply oil into the first hydraulic chamber(32) of the first cylinder(33) when the temperature of coolant is dropped below a set value.
