PURPOSE: A free filling type locking device is provided to prevent the damage of the locking device by a wrong key by separating a rotor from a clutch when the wrong key is inserted and rapidly recover the normal operation coupling the rotor with the clutch in a short time as a normal key is inserted after the separation of the rotor and the clutch. CONSTITUTION: A free filling type locking device includes a holder(70) rotatably mounted between a rotor case(51) and a rotor(60) to rotate by lock plates(65) to be protruded out of the rotor when the rotor rotates by the insertion of a wrong key, a slider(75) coupled at a rear part of the holder for moving axially to be coupled with a driving plate(63) while separating a clutch element(80) from the rotor when the holder rotates, and cam elements(52,78) formed to the rotor case and the slider to move axially when the slider rotates.
