PURPOSE: A base station controller for an advanced mobile communication system is provided to satisfy the quality of service(QoS) requested in a multimedia service by applying an ATM switch with a great volume to a network matching portion, and compact a base station controller system by mounting a plurality of blocks of the base station controller in an internal portion of a local router. CONSTITUTION: A base transceiver subsystem(BTS) device(100) has a plurality of base transceiver subsystems(BTS1-BTSn) for interfacing data with a mobile station by wireless. A base station controller(BSC)(200) is connected with an E1/T1 line for interfacing an ATM packet data, coding data transmitted from the BTS device(100) to transmit the coded data to a mobile switching center(MSC)(300), performing a call process/No. 7 signal process, and collecting alarms generated in the BSC(200) to transmit the collected alarms to a base station controller manager(BSM)(500). The MSC(300) interfaces audio, video, and data with the BSC(200). A clock generator(400) receives a time and frequency clock transmitted from a GPS(Global Positioning System) and generates a system clock needed in each block of the BSC(200) and the BSM(500) using the received clock. The BSM(500) performs an entire management such as an operation or maintenance of the BSC(200). A local router(600) routes the ATM packet data. A global router(700) interfaces data between the local router(600), the BSM(500), the BSC(200), and a packet switched data network(PSDN)(800).
