摘要 PURPOSE: An apparatus and a method for controlling power in a mobile communication system are provided to exactly maintain a desired FER(Frame Error Rate) so as to obtain high call quality by overcoming a wobbling state by a fuzzy system, in following an SNR(Signal-to-Noise Ratio) evaluated through a backward channel and an adjusted SNR in case that a PCB(Power Control Bit) is generated from a base station. CONSTITUTION: An SNR estimator(15) measures the SNR of the signal received to a receiver(11) through a backward link from a terminal. A demodulator(12) demodulates the received signal. An FER estimator(13) evaluates the FER of the backward link using the demodulated signal. An SNR threshold generator(14) generates an SNR threshold according to an evaluation result of the FER estimator(13). An adder(16) calculates an error of the measured SNR((Eb/No)estimate) and the SNR threshold((Eb/No)threshold) respectively transferred from the SNR threshold generator(14). A buffer(19) stores the calculated SNR error value(e) to approximate the differential value(e') of the calculated SNR error value. A PCB sliding plane determiner(17) determines a PCB sliding plane(S) according to the calculated SNR error value(e) and the approximated SNR error differential value(e'). A PCB generator(18) generates a PCB, based on the determined PCB sliding plane(S).
