PURPOSE: An apparatus for transmitting a PDU(Protocol Data Unit) between an RNC(Radio access Network Controller) and an MSC(Mobile Switching Center) using an ALL(ATM Adaptation Layer) type2 connection in an IMT-2000 system is provided to minimize a packetized delay by simplifying a protocol layer to be processed in transferring control information and to efficiently use network resources by transferring control information using an AAL type2 packet suitable for transmitting a small amount of data. CONSTITUTION: An ATM VCC(Virtual Circuit Connection) is set up at a low-level ATM layer(100). An AAL type2 channel is set up as a signal channel when signal messages are transmitted on the ATM VCC. If the signal channel is set up, signal messages for various control, such as mobility management, mobile call processing, handover, etc., are dynamically exchanged between an MSC and an RNC(300). If the transmission of messages is completed, either the MSC or the RNC requests the other side to release the signal channel(400).
