PROBLEM TO BE SOLVED: To provide a device and a method for fast image recognition. SOLUTION: This specific pattern detecting device binarizes and stores an input image in a storage means. Then specific pattern images are detected at the same time from the binarized image data stored in the storage means by using plural blocks for detecting a specific pattern and the most influential block including the specific pattern is selected under specific conditions with the block wherein the specific pattern is detected. Then detailed image recognition is performed only for data detected with the selected block.
