PROBLEM TO BE SOLVED: To provide a cutter applying a uniform tensile force to a plurality of belt bodies in the downstream of a cutting part respectively and forming the uniform-width belt bodies and to provide a manufacturing method for the belt bodies. SOLUTION: An original fabric 81 carried continuously is longitudinally cut into a plurality of belt bodies by a cutting part 12. The plurality of belt bodies 82 are guided to a winding part 14 having a plurality of winding means 90 by guide means 20a-20f contacted therewith. At least, one of the guide means 20a-20f is set low a tensile force cutoff capacity differentiating a belt body tensile force in the upstream side of the guide means from a belt body tensile force in the downstream side.
