PROBLEM TO BE SOLVED: To provide a flame-retarded base and prepreg having an excellent flame retardancy, and capable of being used as an electronic part and a circuit board having good electrical characteristics at a high frequency. SOLUTION: The flame-retarded base and the prepreg comprise dispersing a flame retardant in a polyvinyl benzyl ether compound.
