PROBLEM TO BE SOLVED: To provide a pipeline rupture control valve device which shows necessary minimum function, reduces pressure loss, miniaturize the whole device and reduce a manufacturing cost, attains smooth flow rate controlling characteristics and widely set the flow rate control characteristics. SOLUTION: An input/output port 1 of a pipeline rupture control valve device 100 is attached to a bottom port of a hydraulic cylinder 102. An input/output port 2 is connected to one of actuator ports of a control valve 103 through an actuator line 105. The valve device also ahs a poppet valve element 5 as a main valve, a first spool valve element 6 as a pilot valve having a pilot variable throttle part 6a actuated by pilot pressure as external signal for actuating the poppet valve element 5, a second spool valve element 50 having a sub- variable throttle part 50a actuated by pilot pressure for controlling sub-flow amount, and a small relief valve 7 having function of an overload relief valve.
