PROBLEM TO BE SOLVED: To provide a cosmetic which has excellent adhesivity and persistence of cosmetic active ingredients to hair and skin and give the good sense of use. SOLUTION: This cosmetic contains hydrogel particles carrying the active ingredients of the cosmetic, wherein the hydrogel particles are collapsed by a physical force to release the active ingredients of the cosmetic.
