PROBLEM TO BE SOLVED: To provide a water vapor generator intended for sustainedly applying a cosmetic ingredient or medicinal ingredient to the skin or mucosa together with hot water vapor emitted from a water vapor generating composition making use of metallic powder oxidation reaction. SOLUTION: This water vapor generator 10A has a water vapor generating composition 1a comprising metallic powder, a salt and water and capable of emitting water vapor as the metallic powder is oxidized. In this case, a cosmetic ingredient or medicinal ingredient is dispersed in the above composition 1a.
