PROBLEM TO BE SOLVED: To automatically control the prohibition of permission in originating and incoming in a public place where the originating/incoming is prohibited concerning a portable terminal. SOLUTION: The passage direction of the portable terminal 4 is detected by the direction detecting means 2 of a sensor 1 which is arranged at the entrance of a building or a vehicle where originating/incoming is prohibited. A control signal for prohibiting or permitting originating/incoming is generated by a signal generating means 3 in accordance with the passage direction and originated by a signal originating means 4. The portable terminal 5 receives the control signal from the sensor 1 by a signal receiving part 6, detects whether the control signal is an originating/incoming prohibition signal or a permission signal by a signal detecting means and prohibits or permits originating/incoming in the portable terminal 5 by an originating/incoming control means 8.
