PROBLEM TO BE SOLVED: To accurately control the quantity of discharged substances contained in exhaust gas in accordance with the estimated quantity of the discharged substances. SOLUTION: An exhaust gas reduction device 2 is arranged on an exhaust route 1A for discharging exhaust gas 1B from a boiler 1 to charge a reducing agent 21 for reducing NOx included in the gas 1B into the exhaust route 1A. A reducing agent controller 50 estimates the quantity of NOx in real time by using various process signals for the boiler 1 and controls the charging quantity of the reducer 21 to be charged into the device 2 on the basis of the estimated quantity of NOx.
