PROBLEM TO BE SOLVED: To provide a method for manufacturing a chemical capable of improving the quality of the chemical by sharing accurate information by organizations taking part in the test of the chemical. SOLUTION: The specifications of the chemical are designed and the chemical for a test is generated. After generation, through a clinical test, chemical information relating to the chemical for the test and a test performing request are written from the first terminal of a pharmaceutical company to the data storage device of the system management device of this test evaluation system. The written test performing request is displayed at the display part of the second terminal of a medical organ for performing the test. The second terminal accepts the test and writes test data to the data storage device of the system management device. The result of summing up and statistically analyzing the written test data in the first terminal is written from the first terminal to the data base of the system management device. Based on chemical basic information in the data base and the sum-up/statistical analysis records of the test data, the control authorities having a third terminal equipment judge whether or not to permit the manufacture of the chemical. When it is permitted, the regular production of the chemical is performed.
