PROBLEM TO BE SOLVED: To prevent the deterioration of communication quality that is caused by generation of a new mobile station device, a new interference source, etc. SOLUTION: A control signal generation part 106 generates a transmission power control signal according to the result of comparison between the measured SIR and the target SIR for indicating the transmission power to a mobile station device. A transmission power control part 111 controls the transmission processing to a transmission signal including the transmission power control signal generated by the part 106 in response to the control signal that is transmitted from the mobile station device. The parts 106 and 111 control the generation of the transmission power control signal and the transmission processing of transmission signals according to generation of a new mobile station device and a new interference source respectively.
