PURPOSE: A regenerated block using rubber powder of scrap tires and the manufacturing method are provided to absorb shocks and to reduce production costs. CONSTITUTION: A regenerated block using rubber powder of scrap tires comprises: a waste block(110) having a worn upper section or a side face partially; and a rubber layer(200) composed of a surface part(210) having the same shape as the upper section of the waste block, a primary extension part(220) extended vertically downward from the surroundings of the surface part, a secondary extension part(230) extended vertically downward from the surroundings of the primary extension part and a bent part(240) extended vertically inward from the lower end of the secondary extension part and closely adhered to the lower section of the waste block, and tightly adhered to the waste block by thermal pressure.
