PURPOSE: A system and a method for creating mail delivery information is provided to classify mails rapidly and exactly by endowing a priority order in a mail address information element being recognized from mails and calculating a zip code and a delivery order code through comparing mail information recognized in accordance with the priority order with mail information stored in a database. CONSTITUTION: In a mails delivery information creating system for creating delivery information of mails, a recognition unit(12) recognizes a mail address from a mail. A mail address recognition result creating unit(13) re-arrays construction elements of the recognized mail addresses in accordance with a priority order. A storing unit stores information with respect to the mail address. A mail address comparing and mail address creating unit(24) compares the construction elements of the recognized mail address with the information with respect to mail addresses being successively stored in a storing unit from the superior, and creates a zip code of the mail address.
