PROBLEM TO BE SOLVED: To provide a common-mode choke coil at a low cost, where Q is high, irregularity in the resonance frequency and inductance can be restrained and a common choke coil can be easily manufacture, and a manufacturing method of the choke coil. SOLUTION: A first spiral conductor, formed in close contact with the surface of a base substrate 10 and a second spiral conductor are insulated electrically from each other. The first spiral conductor is wound around the base substrate 10 composed of magnetic material or dielectrics. The second spiral conductor is wound around the first spiral conductor via an insulation layer 12. The electrical lengths of the first and second spiral conductors are almost equal, and the two spiral conductors have I/O terminals. The cross section of the second spiral conductor is larger than that of the first spiral conductor.
