PURPOSE: A server and method for managing quality based on a policy are provided to set and search a quality policy remotely with respect to various network equipments and to receive all sorts of information from a quality managing client device to analyze and manage the information. CONSTITUTION: A policy server user API(111) creates and stores or installs a policy for a network quality manager to create a specific quality through a policy server graphic user interface(GUI), or provides a programming interface to be provided for calling a function for modifying or removing a pre-stored quality policy. A policy manager(112) stores a policy transmitted through the API(111) or checks a collision of the policy or not, and converts the policy into a PIB form. A COPS-PR server(113) transmits the converted policy to a policy client or receives information from the policy client. A policy directory manager(114) plays a role of a policy directory user agent for calling an interface function being supported by a policy directory server(116). A policy PIB manager(115) plays a role of a PIB database server for calling an interface function of the PIB data server. The policy directory server(116) plays a role of a distribution repository function used for storing, searching, modifying and deleting the quality policy of the user. A policy PIB database(117) is a database server capable of storing, searching, modifying and deleting the PIB policy.
