PURPOSE: A device for transmitting a frame of an RLP(Radio Link Protocol) is provided to control a transmission frequency of an NAK(Not Acknowledged) control frame according to radio states of a forward and a backward. CONSTITUTION: An NAK(Not Acknowledged) control frame generator(100) generates an NAK control frame. A forward state analyzer(102) analyzes a forward communication state during a past specific period, and calculates the first missing frame rate. A backward state analyzer(103) analyzes a backward communication state during a past specific period, and calculates the second missing frame rate. According to the first and the second missing frame rate, a repeat coefficient generator(101) decides a repeat transmission frequency of the generated NAK control frame. According to the repeat transmission frequency, a transmitter(105) repeatedly transmits the generated NAK control frame.
