PURPOSE: A mobile radio telecommunications system with improved protocols is provided to perform hard hand over rapidly. CONSTITUTION: A TRNC(54) in a UMTS directly transmits a takeover instruction signal to an SRNC(52) through an Iur link(50) to realize takeover of controlling a mobile body from the RNC(52) handling the mobile body to an object RNC(54). Even when a link is present in advance or not present, the TRNC can transmit a request and a protocol to set the link. A core network no longer takes participation in the takeover and a considerable time can be saved.
