PROBLEM TO BE SOLVED: To improve throughput in the initial state of packet data transfer. SOLUTION: A receiving side has the estimate value of the transmission packet window of a transmitting side, and when the estimate value is smaller than a preliminarily calculated threshold, the opening of the transmission packet window of the transmitting side is decided as being insufficient, and acknowledgement is immediately returned, so that the transmission packet window can fast be promptly.
