PROBLEM TO BE SOLVED: To provide the structure of a communication managing device capable of unitarily managing the communication time, communication charge and communication state of each terminal on an S/T bus wire. SOLUTION: This communication monitor in which a subscriber line drawn out of an ISDN network 8 is connected to a DSU 5, the S/T bus wire 6a is also drawn out of the DSU 5, and one to a plurality of terminals 9a and 10a are connected on the wire 6a and which is used for ISDN communication where communication is conducted between the network 8 and each of the terminals 9a and 10a, receives an LAPD frame on the wire 6a and discriminates which terminal on the wire 6a communicates with the network 8 according to the terminal endpoint identifier TEI, which channel is used by the terminal performing communication according to a call number included in the common part of the layer 3 of the LAPD frame, and the communication charge of the terminal performing communication according to charging information included in the separate part of the layer 3 of the LAPD frame.
