PURPOSE: A VOD(Video On Demand) system using a proxy server is provided to reduce the response time to stream control, to disperse the load of a service provider system, and to receive many users by using a proxy server having caching function. CONSTITUTION: A VOD system includes a service provider system(21) for providing a service via a service program and a service user system(22) using the service provided by the service provider system. If a program placed between the service provider system and the service user system and desired by the service user system is in the disk of a proxy server(23), the proxy server provides a service. Otherwise, the proxy server stores a program received from the service provider system in its disk and caches the program. Caching is divided into a program caching for checking if a desired program is stored in the disk of the proxy server and a memory caching for checking the existence of video stream in the memory of the proxy server.
