PROBLEM TO BE SOLVED: To avoid deterioration or the like of insulation resistance between electrodes caused by damage of a spark electrode itself due to inoperative follow current cut-off and by steam from electrode materials at discharge. SOLUTION: As basic characteristics of the new surface creepage encouraging spark discharge gap, both ends of dielectric flat plate are protruded by a faint margin from the outer periphery of respective opposed electrode, with a spark discharge gap pinching the dielectric flat plate with a pair of three-dimensional electrode. Further, for effecting a discharge at limited points on an outer periphery of the three-dimensional electrode, the protruding distance of the dielectric flat plate from the outer periphery of the electrode is set shorter at those points than others, and also, any given number of dielectrics and electrodes of similar shape are inserted between a pair of three-dimensional electrodes, making up an integral combined new surface creepage encouraging spark discharge gap.
