PROBLEM TO BE SOLVED: To provide an electrochemical capacitor wherein in initial charging of the electrochemical capacitor to use polarizable electrodes which are based on carbon material having microcrystal carbon similar to a partially oxidized graphite, a shortage of an organic electrolyte due to the carbon material absorbing the organic electrolyte and a short circuit of a positive electrode and a negative electrode due to the polarizable electrodes expanding and then penetrating a separator can be prevented. SOLUTION: The electrochemical capacitor of the present invention uses a sponge-like porous insulating material that comprises communicating pores and is impregnated with a large quantity of organic electrolyte as the separator 60 interposed between the positive electrode 20 and the negative electrode 30.
