PURPOSE: A B-WLL(Broadband Wireless Local Loop) system for supplying mobility and method for offering service to a mobile subscriber, are provided to form a subscriber connection device as an NIU-R(Network Interface Unit-Relay) and a NIU-M(Mobile), and include a database for managing a location of the NIU-M. CONSTITUTION: A base station controller(210) in a base station(201) processes a call between a network and the base station(201). Base station modem parts(211,213) change a signal transferred from the network to a packet in order to process a signal of a digital base band. Base station RF(Radio Frequency) parts(212,214) converts frequencies of an IF(Intermediate Frequency) band to those of an RF band. NIU-Rs(202,205) at fixed areas transmit and receive radio wave to/from the base station(201), and thereby connect to a plurality of NIU-Ms(203,206). The NIU-Ms(203,206) are connected to service terminals(204,207). An HLR(Home Location Register)(208) contains registration information of the NIU-Ms(203,206) permanently.
