PURPOSE: To effectively remove noise from moving image data. CONSTITUTION: A noise quantity estimating part 2 judges moving of an input pixel based on a motion vector detected by an ME part 1 and estimates the noise quantity of the still part of the input pixel based on the result of the judgment. A noise reduction part 3 calculates input reliability expressing the reliability of the input pixel based on the noise quantity of the input pixel. A memory 5 stores an output pixel as a processing result obtained by processing the input pixel exceeding by one frame. A memory 4 stores output reliability expressing the reliability of the output pixel. Then, the part 3 executes the weighting addition of the input pixel and the output pixel exceeding by one frame corresponding to the input pixel with a value obtained from the respective input reliability and output reliability as a weight and outputs the added value as the output pixel to the input pixel.
